Senate GOP Embrace Trump's Proposal to Replace Affordable Care Act

US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to diminish as GOP senators floated a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Federal Closure

The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Florida Resort

As weekend meeting got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators praised the proposal, which is comparable with a alternative for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator responded to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the future of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several analysts indicated that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
