Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are released from various governments. Significant resources is devoted on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a defensive team – most likely imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, endure.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until conditions improve in its benefit.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their mission will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a just a single week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
